Power supply normal in Pasighat: EE

asserted that power supply in Pasighat township has returned to normal while saying
that the recent disturbance was due to technical problem at Aalo and Daporijo power

Construction of 33 kv line from Koyu to Pasighat is completed and will be commissioner shortly, the EE of PED said in a release. Further, erection of all towers of 132 kv line from Aalo to Pasighat within the jurisdiction of PED have already been done and stringing works were going on, the release said. It clarified that the demand for replacement of turbine at Yembung hydel project and complete renovation of Sille hydel project were the responsibility of Department of Hydropower Development. Since the Department of Power and the Department of Hydropower Development are two separate departments, it can not take up the matter, it added.
The department is ready to sit together with Pasighat People’s Welfare Committee to discuss and fix a date for drawing power supply from Rina Hydel Project to Pasighat, the EE said.
PPWC had called Pasighat bandh yesterday to register its protest against erratic and frequent disruption of power supply despite repeated pleas to the department concerned to improve the supper supply by taking up the needful.

‘DSYA faces fund constraint’
ITANAGAR, May 29: The Directorate of Sports and Youth Affairs (DSYA) claimed that it had been facing financial hardship in carrying out various sports and youth development activities in the state.
Disclosing it in a meeting of the Directorate which was chaired by SYA Secretary Gamli Padu and attended by district sports officers (DSOs), the Sports and Youth Affairs Department, in a release rued that the department was unable to honour with cash incentives to the achievers and winners of various sports competitions due to meagre allocation of fund.
Fund constraint has also plagued the department in conducting Centre’s ambitious youth development programme Panchayat Yuva Krida Aur Khel Abhiyaan (PYKKA), the release said and appealed to the state government for allocation of additional fund for smooth functioning of the department activities.
The meeting was held in connection with PYKKA scheme and departmental AOP.
PPA appeals for VAT exemption
ITANAGAR, May 29: People's Party of Arunachal (PPA) has appealed the state govt to reduce the VAT on petrol and adopt measures to ensure that the prices of essential items do not rise as it called on the Congress led UPA Government to roll back the price of the petrol for interest of the common masses.
It accused the Congress led UPA govt of adopting policies which affect the poor.
PPA further said that it would support the National Democratic Alliance (NDA)’s Bharat Bhandh on May 31 in protest against steep rise in petrol price.
However, the party appealed to the State Unit BJP to include the university examination in the exempted list from the purview of the proposed bandh.
IGNOU exam
ITANAGAR, May 29: The Term End Examination for June, 2012 of Indira Gandhi National Open University (IGNOU) would commence from June 1 and will conclude on June 28.
The University has established 780 examination centers, including 47 overseas centres and 53 centres in Jail for jail inmates. Hall Ticket (Examination Intimation Slips) have been issued to 4,08,224 eligible students who had applied for appearing in the Term End Examination. Arunachal Pradesh State Medicinal Plant Board
Building inaugurated
ITANAGAR, May 29: “With a forest cover of 82% we are blessed with approximately 500 species of medicinal and aromatic plants, if correctively harnessed it would fetch handsome revenue for the state”, asserted Chief Minister Nabam Tuki.
He was addressing a gathering after inaugurating the newly constructed Arunachal Pradesh State Medicinal Plant Board building here at Chimpu today.
While revealing that the indigenous populace especially living in the rural areas has better knowledge about the traditional medicines, Tuki suggested the forest officials to conduct extensive research to identify the medicinal and aromatic plants apart from already identified species.
The chief minister opined that with the available resources of the state, Arunachal Pradesh is capable of becoming a leading exporter of medicinal and aromatic plants in the country. ”Instead of digging the graves, we should ensure safeguarding the living creatures”, Tuki said while referring to a recent news on illegal hunting and selling of meat in the open market. He urged the forest officials to work with renewed vigour giving full justice to their assigned work so that the wild life and forest crimes could be completely contained.
He also put on record the efforts put on by the GBs to protect the wildlife and forest in their respective areas.
He suggested for coming up with innovative proposals for taking up medicinal and aromatic plants in areas subjected to jhumming to wean people away from jhum cultivation practices. Besides, aromatic and medicinal plants, he laid emphasis on promoting tea and rubber plantations to cover the barren fields created out of Jhum cultivation.
“With the coordinated efforts from all corners, we are committed to increase the forest cover percentage from existing 82% to 90% by the end of 12th five year plan” the CM said in a confident note.
Speaking on the occasion, the PCCF highlighted the areas where the department needs to focus. He disclosed Amla and Sajana project would be intensified in every village areas of the state and further hinted to adopt the PPP model to invite ayurvedic companies like Dabur, Medimex etc. to invest in the state on medicinal and aromatic plants.

An engineer in State PWD, Arif has been instrumental in putting the state on the world forum with his awesome photographs depicting varied faces of Arunachal.
The photography contest was a side event of the ‘2nd Sustainable Mountain Development Summit’ of Indian Mountain Initiative (IMI) hosted by Sikkim. Photos showcasing the unique natural and cultural heritage of Indian Himalayan States were exhibited for the competition. There were 178 official entries from different states of the country. Siddiqui won the first prize of Rs 50,000 for his photograph titled ‘Stuff of Life’ which captures two children collecting bamboo for daily use at Tato, Mechuka.

Tourism minister Pema Khandu acknowledging the triumph has announced an award of Rs 50,000 for Arif Siddiqui’s selfless efforts in promoting Arunachal tourism. Terming it as a great achievement for the state and tourism department in particular, Khandu added that Siddiqui has been representing the state to the rest of the world through his fabulous photography.
Siddiqui was delighted when he was informed about the honor conferred by the Tourism Minister. Speaking from his residence in Lucknow, he dedicated the triumph to the state and thanked Tourism Minister Pema Khandu for acknowledging his effort. Further disclosing more on the contest, he said that basically it was a theme based contest about people’s dependency on forests and hills.
Opining to confer the designation of state tourism ‘ambassador’ officially, Publisher of Eastern Sentinel Jarpum Gamlin said that Siddiqui has been the unofficial ambassador of tourism potential of the state through prism of his lenses since many years. His camera works has been the only tangible tourism promotional activity visible to the world beyond Arunachal. No doubt, he truly deserves wherever he is and whatever he is achieving, Gamlin added.
The Arunachal Times Associate Editor Tongam Rina said that Arif is one of Arunachal’s greatest ‘ambassadors’ and all these years, he has been doing what department of tourism has failed to do – entice tourists with his wonderful photos.
Meanwhile, congratulating Siddiqui for the award, Dodum Yangfo, a senior journalist said it was a humble recognisation to his immense talent. Dodum, who learned a trick or two on photography from Arif while lauding the efforts of his ‘guru’ hoped that the state government will also acknowledge his contribution in promoting Arunachal. He further said that half of the walls, calendars and hoarding of Arunachal uses his photo’s but with little or no acknowledgement.
Dodum also suggested proper reorganization of Arif by IPR and Tourism Department. It must be mentioned that Arif Siddiqui also won the second place in the recently concluded Dhemaji Orchid Festival organized by Assam Tourism and district administration of Dhemaji on April 10 last. He was conferred with citation and cash award.
Artificial cattle breeding in East Siang

PASIGHAT, May 29: Animal Husbandry & Veterinary Science department’s project “Artificial Insemination of Domestic Beasts” implemented five years ago in East Siang district considering the viability of rearing of cattle and the economic gains involved with it, has begun to bear fruits.
The district AHVS department is reportedly achieved artificial insemination of about
500 cows during last year within its operational area at Pasighat, Mebo, Ruksin and
Nari circles. The entrusted officials are deputed to perform their tasks in animal
fertility by introducing “frozen semen’ free of cost. The project was launched in
2007 with a view to improve the local cattle and pure-
District veterinary officer Dr Nalu Taloh informed that the project has been on full swing in East Siang for the last five years. A Liquid Nitrogen Plant (LNP) with a capacity of 300 litres was installed inside the district office at Pasighat for production of required quantity of Nitrogen for preservation of the frozen semen.

There are nine Artificial Insemination (AI) centres in the district including one at the Veterinary Training Institute at Pasighat which covered as many as 415 AI of cow during last year. There is report of 187 calves born including 107 males and 80 females. The achievement is claimed to be 50 percent in context of 60 percent National Average.
Dr Taloh, while pointing towards some cases where artificial breeding failed, said that wrong determination of heat symptom/excitement time of the cow may cause it. He said the “Heat Symptoms” comes after every interval of 21 days and insemination should be done during right time and such symptoms are not visible in some cases. The doctor cited that reasons of such failure are dependent on quality of semen, technical fault, lack of awareness, wrong determination of heat time etc.
The officials of veterinary department of the district are unhappy that the government is not granting adequate fund for smooth conduct of the official activities.

While participating in the discussion, Arunachal Pradesh State Commission for Women (APSCW) chairperson Gumri Ringu appealed to the President of India to give her assent to the Arunachal Pradesh Bill for Protection of Customary Laws and Social Practices, 1994.
Highlighting the two important aspects of both customary laws and social practices, Ringu, in a written letter to Patil, said social evils like child marriage, forced marriage and polygamy need to be stopped for rapid progress of a society.
“As per Central Conduct Service (21) rule, Govt employees are supposed not to marry more than one time during their whole service. But CCS rule is violated by marrying more than one wife on the pretext of customary law and social practices in Arunachal Pradesh,” Ringu said. She appealed to the President to review the customary bill in order to do way with the evils social practices in Arunachal Pradesh.

ITANAGAR, May 29: Chief Minister Nabam Tuki advocated for strict adherence of Consumer Protection Laws to protect the rights and interest of the common public. He was speaking at a Seminar cum Symposium on Consumer Protection organized by the Department of Legal Metrology and Consumer Affairs at Banquet Hall today.
“I believe, safeguarding the interests of common citizen of a border state like Arunachal Pradesh, where people are prone to become a victim of fraudulent trade practices and deficiency in services is an urgent necessity” Tuki emphatically said.
“Modern day market is flooded with wide range of products and services. The proliferation, change and complexity in this products and variants have created a huge information gap. With the growth and dominance of markets by exploiters, consumer interests have taken a back seat,” the chief minister viewed.
He emphasized on the need to protect the consumers from the evils like unfair practices, adulterated and injurious products, black marketers, excess pricing, misleading advertisements, duplicate products and services. “For this we need to strengthen the consumer laws and strictly adhere to its provisions”, Tuki assertively said.

The Director cautioned that lack of sound knowledge in office rules and procedures can hinder the working of the office. He said that the standard and efficiency of the department ultimately depend on the caliber, training and integrity of the staff and as such, the Government employees should demonstrate vision, ability and honesty in discharge of their duty.
Tshetan urged the new service entrants to adopt a positive attitude of hard work, sincerity and discipline from the early stage of their service career and not to take government job for granted and become casual towards their own duty after getting the secured job. He further advised them not to be hesitant in asking and getting any doubts cleared from the seniors since learning is a continuous process.

Takam said that Supreme Court’s direction of maintaining status quo between the states has been ignored repeatedly by Assam resulting in encroachment of Arunachalee land. The Committee should visit those areas affected by border row to understand the problems being faced by the people and bring an amicable solution.
He further called on Assam Police not to target vehicles belonging to Arunachal. He said that it has almost become a habit of Assam Police to target vehicles with Arunachalee registration number terrorising the drivers and passengers. He further called on Nagaland not to encroach on the territories of Arunachal. He further called for opening an Arunachal unit of the Central Board of Secondary Education in Arunachal Pradesh. He said that such a move would ease the difficulties being faced by thousands of students in the state.
The Union further appealed NESO to take up the issue of staple visa being issued by China to Arunachalee citizens. He said that time has come for China to recognise the truth.

Garbage dumping zones are rising up day by day in our state. It is a shame to see the capital itself get drowned amidst piles of garbage in front of our very eyes. The locality that I live in, that is, G’ extension, Naharlegun, is the nearest example. People seem to be dumping their household wastes carelessly over the already filled garbage dustbins. And there seem to be no facility. This is not the only problem.
Infact, in almost every single corner now one can see numbers of plastic wrappers,
be it from a toffee or a packet of chips. The capital has also become very dusty.
This is a result of lack of public street-
It is true that this is the case in many corners of India. But it is also true that if we start making a change from this little zone of ours, surely there will be a little bit of benefit. Everyone knows that cleanliness means better health, then why this mess?
This problem needs serious government support as well as a nod and support from the citizens.
I request your esteemed daily to highlight this horrible fact. As a citizen of Arunachal Pradesh, I request the urban development department to take up serious measures regarding the issue as soon as possible. I would also like to suggest a cleanliness drive by the citizens of Itanagar and Naharlagun. By this act, history is also likely to be created.

Such fine words never really get into your mind, until you realize someone you admire
and look up-
The proficiency with which the recent recruitment drive had been successfully conducted speaks volumes about his visionary steps and bold dedication. But the most important piece of remembrance he will leave behind is his humble, courteous nature. A true epitome of a gentleman, he listens equally to a contingency peon or a simple sweeper or someone with a white colored status and this attribute, my friends, is found among very few these days. To be honest, more gross is the number among authorities with a high post. His warmth, caring attitude despite his hectic schedules has touched everyone irrespective of difference in statures and it shall be embellished in our hearts forever.

The fish pond in Aalo
Dear Editor,
During my recent visit to Aalo; I have seen that the govt. fish pond at Aalo near Donyi Polo Dere is being drained out and earth fillings are being carried out to occupy the fish pond illegally. During our student days, the fish pond was also one of the landmarks of Aalo township. The fishery deptt produced fingerlings for the farmers and table fish were made available during VIP visits and were also sold in open market by the department near the Aalo Paktu market.
I have observed that only after postings of local officers as DFDO's that the condition of fish pond has deteriorated. The upper part of the fish pond has already been occupied.
I think instead of giving the fish pond to private individuals or organisations; the fish pond should be developed as a recreational tourist spot like that of Wards Lake in Shillong.
I would appeal to all the senior citizens of Aalo Township and intellectuals of the society to look into the matter seriously and take appropriate measures to restore the old glory of Aalo Township instead of carrying on with infighting amongst ourselves for our individual interest.

Mebo block bordering Assam requires attention of home ministry of the state. Most of the plain areas are covered under forest reserve, devoid of road and transport communication and govt infrastructure.
People are ready to welcome development with sufficient community land unlike other town dwellers that seek contract allotment when they donate land. The people of the area sell their land to the people of Assam adding to the border problem of the state. It is also the refuge of ultras of bordering state, in order to check security threat. An Army camp could be established here.

Regular versus the casuals staff
Dear Editor,
The letter headlined "Work Culture" by Taba Rajen published on May 23 is a reality. The public who visit offices for works have to return empty handed if the officials are absent. The officers are helpless since they seemingly can't do anything to 'regular' staff. A few who man the office are casual or contract staff, the latest euphemism for backdoor entry, since they are not as lucky as the 'blessed' ones. It is not the first time that this issue is taken up in this space. Sure, it will not be the last one. Vigilance on the part of public might put a halt to such gross negligence of public good.
